The following report trends off-site traffic, showing the proportion of low priority traffic:

In this example of a University network of approximately 20,000 users, the quota controller is able to consistently mark 50% of the traffic as low priority. Between 10 and 20 controls are in place at any given time and the controller makes around 10 control changes an hour (adding or removing a control). During busy periods, congestion is reduced because traffic has been marked and can be discarded if necessary.
Traffic Sentinel's traffic accounting capabilities provide another option for controlling traffic.
